Dear Readers,

Greetings from SecurityLinkIndia!

National Citizens Security Culture is the need of the time, which is radically deficient in society. We

take security as granted and ‘Ram Bharose.,’ – both in civil society and corporates. Business houses

take security investment as expense, and individual even in this cyber threat prone era, take security

easy, and that is miserable.

The reasons are deep rooted. It is shaped by a mix of historical, social, cultural, and political factors,

reflecting the country’s diversity and complexity. There are various key aspects attributable.

The British colonial rule established a policing system that focused more on maintaining order and

controlling the population rather than community-oriented policing. This has had lasting effects on

public perceptions of law enforcement.

Then after independence, India retained much of the colonial police structure, but efforts have been

made over the decades to reform and modernize the police force.

Security challenges and perceptions vary significantly between urban and rural areas. Urban areas

may have more robust police presence and infrastructure, whereas rural areas often rely on local

community mechanisms for conflict resolution and security. Besides, India has a vibrant civil society

with frequent public protests and demonstrations, reflecting the public’s engagement with issues of

security and rights. This dynamic can sometimes lead to confrontations with law enforcement.

Certain regions in India face significant challenges from terrorism and insurgency. These issues

shape both governmental and public approaches to security.

With the rapid digitization of the economy and society, cybersecurity has become a crucial aspect

of citizen security culture. The government has launched various initiatives to enhance cybersecurity

infrastructure and awareness.

Public trust in the police and other security agencies varies. While there are instances of police

corruption and brutality that undermine trust, there are also numerous examples of police valor and

effective community policing that enhance public confidence.

Media plays a significant role in shaping public perception of security issues, highlighting both the

successes and failures of the law enforcement agencies.

In many areas, local communities form vigilance committees to augment security and address issues

promptly.

India has a comprehensive legal system based on its Constitution, with various laws aimed at

ensuring citizen security. However, the implementation and enforcement of these laws can be

inconsistent. India’s citizen security culture is thus a complex interplay of historical legacies, social

dynamics, and evolving challenges. It reflects the broader trends of democratization, modernization,

and the persistent efforts to balance civil liberties with effective law enforcement. Let’s develop and

strengthen a strong national security culture to save the nation.
