STRENGTHENING DECISION-MAKING OFFICIALS’
MANAGERIAL SKILLS
WITHIN AN ADMINISTRATION
Any Administration must meet more and more requirements because of
both the ever-increasing impact of globalization and the constant need to improve
governance within the country itself.
The IUHEI is putting forward an ambitious project that is part of a vast
project to modernize services – said project being linked to the permanent quest for
efficiency.
Many countries around the world have launched such projects to modernize
public services, the main challenge of which is to introduce a new "management culture"
and a new approach of the management of public affairs. It is also about controlling
spending while providing the citizens with a better service.
THE OBJECTIVE OF THE PROGRAM:
AN EFFICIENT AND CREDIBLE ADMINISTRATION WITH A HUMANE FACE
The key is to "put the humane dimension at the heart of an administrative
system, the effective cost of it being in direct connection with the service provided", both
at the level of Officials and users, citizens and partners.
These latter must be considered as real "customers" of the Administration.
This is an approach privileging the notion of "performance but a high-quality one" as a
golden rule!
The stakes of this project are indeed fundamental for the country
concerned:
• allowing an optimal use of financial resources through improved ministerial
performance
• allowing the ministry to fully carry out its public service role and thus strengthen
the country's civic cohesion and user satisfaction
• strengthening the country's credibility and image in an ever-changing
international environment
• being, for all other national administrations, a positive example so that good
practices may subsequently be applied and shared with other sectors
FIRST STEP :
THE EVALUATION
A preliminary evaluation mission is necessary to finalize in detail the mission
offer to be submitted to the administration concerned, usually a ministry.
It is about making a diagnosis of the existing situation at the level of the
various services and taking into account the concrete realities in order to better identify
the training needs that should lead to a better performance of the administration
concerned.

The purpose of the evaluation mission
This evaluation mission will :
• evaluate the existing training offer in the national context, for instance when it
comes to strengthening managerial skills for the administration concerned and the
outcome of such past training, if necessary
• identify and analyze the target's training needs at different levels of potential
intervention based on the diagnosis made
• develop a detailed training plan specifying the (1) objectives, (2) methods (face-
to-face training, E-training, residential or non-residential seminars, etc.), (3) the
organization of the training, (4) the evaluation method for the training provided
and its (5) cost

Diagnostic and report
An evaluation report will be drawn up, including, among others:
• an evaluation of the current training offer for the various administrative bodies of
the ministry specifying the existing training structures, their strength and
weakness, the existing modules and the modalities of their implementation
• the training needs identified by classifying them by nature and target groups
concerned
• the training plan offer
• the deployment schedule
• the monitoring and evaluation tools
To identify the training needs, a study is conducted with a sample of 100
individuals. In addition, a questionnaire is filled out by each individual according to terms
and conditions that will be determined by the consultants and the ministry. In addition,
30 semi-directive interviews are conducted with actors of the structures concerned.
This evaluation mission is led by two specialized IUHEI Experts.
SECOND STEP :
THE MISSION ITSELF
The general framework of the mission and its various operational aspects
are obviously subject to discussions between the IUHEI and the referrer.

The objectives of the action
• strengthening managerial capacities at all levels of the Administration
• establishing a culture of results and efficiency at the level of managers
• strengthening public confidence by maintaining permanent quality, ethical and
professional standards

The scope of the mission
All employees of the ministry are involved in this training action. The training is adapted
to the different categories of employees and divided into (1) training actions and (2)
awareness-raising actions that must meet the essential challenges :
• preparing and supporting the change in preparation for the implementation
within the ministry of the general modernisation of public authorities
• strengthening and improving ethical and professional standards
• implementing a performance culture linked to the permanent demand for quality
in all branches of the ministry
• strengthening professionalism and skills
• raising awareness among Officials of the need for a real "customer culture" aimed
at prioritising the satisfaction of public service users

Examples of means of action
IUHEI is aimed at Officials, depending on the themes and objectives sought,
in the context of seminars, the design of them being variable. Moreover, the Officials are
divided into working groups.
In addition to partaking in training seminars, each group works on a common
project, the subject of which is a priority theme for the ministry.
These projects allow participants to (1) put certain concepts taught into
practice, (2) create and/or strengthen the cohesion of the group and (3) ensure a
transversal knowledge of the members of the various departments.
The progress of the project is discussed and evaluated at the end of each
training module. In-between modules, distance tutoring sessions are conducted between
the group and specialized trainers.
Each project is the subject of a report presented to a jury composed of
trainers and representatives of the ministry concerned by the Initiative.
